In Malta the statutory minimum works out to about 27 days a year for a full-timer, and day to day that is how most teams plan and talk about leave. A tracker that lives inside Slack and Microsoft Teams, with a free tier and paid plans around $2 to $4 per user a month (USD). Bills in dollars and doesn't run Malta payroll.
LeaveBoard
Free for up to nine people, then about $1.35 per user a month (USD). A tidy option for a very small team on the free tier; a dollar price and a lighter feature set than the paid trackers.
Leave Dates
A clean UK planner from £0.75 per user a month (GBP), tiering up from there. The lowest entry price here; bills in pounds, and the cheapest tier is more limited than the flat plans.
Two more worth naming: Calamari (leave plus optional attendance, around $2.50 per user a month USD with a 10-seat minimum) and Timetastic (a mature UK tracker at £1.50 to £2.50 GBP). Both are fine tools; for a Maltese team they bill in dollars or pounds and don't build in Malta's public holidays.

Start with one question: do you need payroll, or just leave? If you need Malta payroll, hours-based entitlement or attendance, choose a suite, Buddy, Talexio or Shireburn.
